- Nudging
- Work-family Balance
- Representative Bureaucracy
- Red Tape
(Nudge)
2. Work-family Balance (工作與家庭平衡)
(Red Tape):

(Whistleblowing)
(Publicness)

1. What are the important components and dimensions of the political and economic environments of public organizations?
Public organizations operate within complex and dynamic external environments that significantly influence their goals, structures, processes, and outcomes. These environments can be broadly categorized into political and economic dimensions, each with several important components.
Political Environment:
The political environment refers to the forces and actors related to governance, power, and decision-making. Its key components include:
- Government Structure and System: The type of political system (e.g., democratic, authoritarian), the degree of centralization or decentralization, the separation of powers among branches (legislative, executive, judicial), and the electoral processes. These shape the legitimacy, authority, and scope of public organizations.
- Political Ideologies and Values: Dominant political beliefs, public values, and ideological trends (e.g., emphasis on individual rights, social equity, national security) influence policy priorities and the mandate given to public organizations.
- Interest Groups and Civil Society: The presence, influence, and activities of various interest groups, advocacy organizations, and the broader civil society exert pressure on public organizations to address specific concerns, adopt certain policies, or allocate resources in particular ways.
- Public Opinion and Media: The prevailing public sentiment, media coverage, and public discourse shape the perceived legitimacy and performance of public organizations, influencing accountability and policy direction.
- Legal and Regulatory Framework: The body of laws, regulations, and constitutional provisions that define the powers, responsibilities, and limitations of public organizations. This includes legislation related to public administration, service delivery, and accountability.
- International Relations and Global Trends: For some public organizations, international agreements, global economic trends, and geopolitical factors can also be significant political influences.
Economic Environment:
The economic environment encompasses the factors related to the production, distribution, and consumption of goods and services, as well as the availability and allocation of financial resources. Its key components include:
- Economic Conditions: The overall state of the economy, including GDP growth rates, inflation, unemployment, interest rates, and business cycles. These affect the demand for public services and the government's ability to fund them.
- Fiscal Policies and Government Budgets: Government spending priorities, taxation levels, budget deficits or surpluses, and fiscal management policies directly impact the financial resources available to public organizations.
- Resource Availability and Scarcity: The availability of natural resources, labor, technology, and capital influences the operational capacity and service delivery potential of public organizations.
- Market Structures and Competition: While public organizations are often monopolies, they may face competition from private or non-profit sectors, or operate in markets influenced by economic competition. This can affect efficiency and service delivery models.
- Technological Advancements: Innovations in technology can create new opportunities for service delivery, improve efficiency, and change the nature of public work, but also require investment and adaptation.
- Globalization and International Trade: Global economic integration can affect domestic economies, influencing employment, trade policies, and the demand for regulatory or supportive public services.
Understanding these components allows public organizations to anticipate challenges, identify opportunities, and develop strategies for effective operation and adaptation.
2. Are there stereotypes about motivation of public employees? What are they? Describe three of the methods often used in public organizations to enhance motivation.
Yes, there are indeed stereotypes about the motivation of public employees, often contrasted with those in the private sector. These stereotypes can influence public perception, policy-making, and management practices.
Stereotypes about Public Employee Motivation:
- Low Intrinsic Motivation / High Extrinsic Motivation Focus: A common stereotype is that public employees are primarily motivated by job security, stable salaries, good benefits, and pensions (extrinsic rewards), rather than by a passion for public service or the intrinsic satisfaction of the work itself.
- Lack of Ambition and Risk Aversion: They are often stereotyped as being risk-averse, lacking ambition for rapid career advancement or innovation, and preferring to maintain the status quo. This is linked to the perception that the public sector offers less opportunity for significant financial rewards or rapid promotion compared to the private sector.
- Bureaucratic Mindset / Rule-Followers: A stereotype suggests that public employees are overly concerned with rules, procedures, and hierarchy, prioritizing compliance over results or customer satisfaction. This can lead to perceptions of inefficiency and inflexibility.
- Less Competent than Private Sector Counterparts: Sometimes, there's an underlying assumption that public sector employees are less talented or driven because they choose public service over potentially more lucrative private sector careers. This is often a misinterpretation of their motivations, which may include a strong desire to contribute to society.
- "Public Service Ethos" as the Sole Driver: Conversely, another stereotype is that public employees are only motivated by a pure "public service ethos" and are indifferent to any other rewards. This can overlook the fact that like all individuals, they are motivated by a mix of intrinsic and extrinsic factors.
Methods to Enhance Motivation in Public Organizations:
Public organizations employ various strategies to motivate their employees, aiming to harness both intrinsic and extrinsic drivers. Here are three common methods:
